PSJA ISD Earns Five-Year Renewal Approval for Teacher Incentive Allotment Local Designation System

PHARR - Pharr-San Juan-Alamo Independent School District (PSJA ISD) has received a five-year renewal approval from the Texas Education Agency (TEA) for its Teacher Incentive Allotment (TIA) Local Designation System, reaffirming the district's ability to recognize, reward, and retain highly effective educators through the state's performance-based designation program.  

The renewal application, submitted in Spring 2026, was approved by TEA following a rigorous review and validation process. As part of the renewal process, the district refined and strengthened elements of its designation system to ensure continued alignment with state standards and best practices.  

"This approval reflects the exceptional work taking place in classrooms across PSJA ISD every day," said Superintendent of Schools Dr. Alejandro Elias. "Our teachers are the driving force behind student success, and this continued approval ensures we can keep investing in, recognizing, and rewarding the outstanding educators who make a difference in the lives of our students."  

The approval follows a historic year for PSJA ISD's Teacher Incentive Allotment program. In April 2026, the district announced that a record 82% of eligible educators had earned official TIA designations, an increase from 72% the previous year. The most recent state-approved designation cycle included 1,716 new and higher teacher designations, with more than 345 PSJA educators now earning six-figure salaries while remaining in the classroom.  

"The continued approval of our Teacher Incentive Allotment system strengthens PSJA ISD's ability to recruit and retain top teaching talent," said Assistant Superintendent for Human Resources Dr. Rebecca Garza. "As more educators earn designations, we are creating meaningful opportunities for career advancement and increased earnings while keeping outstanding teachers where they have the greatest impact, in our classrooms. This approval positions us to continue investing in our educators and supporting student achievement across the district."  

Since the 2022-2023 school year, the Teacher Incentive Allotment has generated nearly $87 million in additional compensation for PSJA ISD educators. The latest round of designations alone is expected to generate more than $35 million during the current school year and is projected to produce more than $222 million over the next five years, creating a lasting economic impact throughout the Rio Grande Valley.  

Established through House Bill 3 during the 86th Texas Legislature, the Teacher Incentive Allotment provides a pathway for outstanding educators to earn higher salaries based on demonstrated instructional excellence and student growth. Districts must maintain a state-approved local designation system that meets rigorous standards for validity, reliability, and fairness.  

PSJA ISD's renewed five-year approval reinforces the district's commitment to attracting and retaining top teaching talent while ensuring every student has access to high-quality instruction.
